FISA or Foreign Intelligence Surveillance Act is an organization that surveillance people and other possible terrorist.

(http://www.justice.gov/archive/ll/index.html) These information shows that this program have chances of getting into the calls that will gives good information that might harm Americans. However, there are about 2.4 billion calls per day (http://www.deadzones.com/2011/05/how-many-cell-phone-calls-are-made-day.html) so the chances of eavesdropping into important phone calls are very low. In order to keep the chances up, the program must continue with more people that understand many languages so they can aim only for domestic call that either callers or receivers speak other language. Furthermore, they need to focus on the unregister sim card too. This will increase the chances of getting good information from the call. After improved the chance of getting good information, this program will surely shows good result because for the terrorist to attack America, they definitely require more than 1 person. Therefore, in order to contact each other, they need to make phone call because if they use other equipment such as radio communication but it can be use for only limited distance unlike telephone. Also, when they use mobile phone, they will not use the registered sim card that are easy to locate the signal. These will narrow the call that need to eavesdrop down and increase the chances of getting into terrorist call. However, there are some problems with the law because people are worry about their privacy. Therefore, he made up the law that states

(Spying on Americans May 2, 2007 Editorial from the New York Times) Even though, it will increase the chance of getting eavesdropping the phone call down since it is illegal. This proves that Mr. Bush do care about privacy even it reduce the chances of knowing the information that might harm American.
