President Bush wants government to able to spying on phone calls and e-mail to and from the United States without warrants however only in one condition which is “that the government must seek an individual warrant before spying on an American or someone living here legally” (http://www.edmodo.com/assignment?mid=42892954)
FISA or Foreign Intelligence Surveillance Act is an organization prescribes procedures for the physical and electronic surveillance and collection of "foreign intelligence information" between "foreign powers" and "agents of foreign powers" (which may include American citizens and permanent residents suspected of being engaged in espionage and violating U.S. law on territory under United States control). The law, of course, does not apply outside the US.
FISA was able to eavesdropping every phone calls that made to or from United States and also able to spying on every e-mails that send to or from United States however there are low chances of catching the important information or data from FISA because there are a lot of phone calls and e-mails made every day. Other thing that made FISA had low chance of eavesdropping the important phone calls was unregister sim card. If FISA focus on the unregister sim card and people in the FISA able to understand different language. It will increase the chance of eavesdropping the important information because unregister sim card was a sim card that use illegally, which mean that it have high chance that there will be information that are important and secret
However over all there are some people who consider about FISA would interfere with their privacy because “rather than fear mongering and stonewalling — there can finally be a real debate about amending FISA. It’s not clear whether that can happen under this president.
